About Us

TechCongress places computer scientists, engineers, and other technologists to serve as technology policy advisors to to Members of Congress through our one-year Congressional Innovation Fellowship. We bridge the divide of knowledge and experience between DC and Silicon Valley for better outcomes for both.

What you'll do at TechCongress
  • Use tech experience in a Congressional Member or Committee office, report to senior staffer from Jan - Dec 2020
  • Research relevant policy on issues such as cyber & election security, AI policy, data & biometric privacy, health IT etc
  • Educate Members and staff on these issues; build coalitions with partners and other groups
  • Write legislation; prepare for & organize Committee hearings, markups, or investigations
  • Support TechCongress by sharing your experience periodically, and represent the fellowship at meetings & events.
Our Hiring Process
  • Step 1: After selection, fellows will participate in a 2 week, 2 part orientation, which includes networking on and off the Hill
  • Step 2: Part 1 includes workshops on the legislative process, budget & appropriations, leadership development, and more
  • Step 3: Part 2 includes visits with tech policy thought leaders to explore perspectives on common tech policy challenges
  • Step 4: After orientation, fellows will meet and interview with Members, Committees & Legislative Support Agencies to be placed
